SACAL provides technical expertise to support our clients’ Environmental, Occupational, Safety & Health (EOSH) programs to help ensure compliance with Occupational Safety and Health Act (OSHA), Environmental Protection Agency (EPA), Department of Transportation (DOT) regulations, Executive Orders, state and local laws, commonly accepted industrial and medical practice, selected professional standards (such as American National Standards Institute (ANSI) and ISO 14001 standards, and related stakeholder requirements. Consultations
SACAL offers expert resources to provide general technical consultation in support of Environmental compliance Program Areas. This includes research of assigned issues, development of recommendations, and delivery of option packages for use by the facility to support environmental compliance and performance needs. We provide technical analysis reports and implementation review.
Policy Development
SACAL provides expert resources to assist government agencies with the development of policy and/or guidance documents. These resources research assigned issues, collect and analyze data, and develop policy recommendations and/or alternatives based on costs, benefits, technical feasibility, and operational impacts.
Environmental Compliance Program (ECP)
SACAL provides expert resources experienced in ECPs to assist facilities with updating and maintaining the status of the action items in the ECP and assisting with the implementation of the action items as requested including environmental management systems, in accordance with ISO 14001 standard.
National Environmental Policy Act (NEPA)
SACAL provides expert resources to support facility’s NEPA program and to assist in evaluating and minimizing the effect of facility actions on the environment. Specific support include developing and providing initial training, establishing NEPA policy and procedures for projects; preparing and/or reviewing NEPA documentation, and working with the facility to develop a system to track NEPA mitigation measures.
Cultural Resource Program
SACAL provides expert resources to support programmatic agreements at State Historic Preservation Offices (SHPO), develop and/or review cultural resource management plans; develop or review requirements documents; develop or review GIS management applications; perform consultation under Section 106 of the Historic Preservation Act to avoid impacts to resources eligible or listed on the National Register of Historic Places; and coordinating with resource agencies to develop measures to minimize harm where impacts cannot be avoided.
Facility Characterization and Assessments (Investigations, Surveys, Sampling, Monitoring, and Assessments
SACAL provides expert resources to perform facility characterizations and assessment studies as requested by the facility. SACAL assists in developing a work plan to define compliance and risk management objectives of the characterization or assessment effort, including estimated costs and schedules, and specific Quality Assurance/Quality Control (QA/QC) protocols to achieve required levels of data quality and defensibility. The work plan also identifies the proposed sampling and analytical methodology to be applied. SACAL provides coordination and logistics necessary to support on-site execution of specific characterization and assessment activities. SACAL implement the on-site execution of facility characterization and assessment services following the established work plan and sampling and analytical procedures. SACAL review the data outputs from on-site efforts and analyze the information to determine conformance with established regulatory, Agency or Service Area policy, or industry best practice standards and references. All characterization and assessment data are subjected to an independent quality assurance review to ensure that data are of the requisite quality to support the decision making. SACAL provides technical report that identifies the purpose and scope of the project, sampling and analysis methodologies, findings and observations, major conclusions, and recommended.
Cleanup Program
SACAL provides expert resources to assist in the development and implementation of Environmental Clean-up Program (ECU). We assist with the assessment and identification of all facilities with potential environmental/clean-up issues, identify relevant environmental cleanup issues affecting facilities and SOPs for evaluating and completing the checklist and site/facility assessments; perform preliminary environmental sampling as necessary; perform risk assessments of the identified findings; perform regulatory and project reviews; perform site investigations at facilities where environmental clean-up issues have been potentially identified; based on findings, develop remediation action plans; and assist with the oversight of remediation activities. SACAL assists in performing periodic reviews and assessments to monitor clean-up program requirements.
Environmental Due Diligence Audits (EDDA)
SACAL provides expert resources to conduct Environmental Due Diligence Audits (EDDA) in accordance with the American Society for Testing and Materials (ASTM) Standards E-1527 and E-1528, and Federal Orders applicable. Activities include inspecting each site for evidence of surficial contamination and the presence of storage tanks and transformers; identify the present and past uses of the site; contact officials at the local municipalities for recorded information regarding hazardous waste materials and management, aboveground storage tanks (AST) and underground storage tanks (USTs), water quality, oil and chemical spills, and polychlorinated biphenyls (PCBs) relative to the site; review hazardous and regulated waste management activities including generation, treatment, storage, and disposal (TSD) practices, if applicable. Provides EDDA report based on observations, relevant supporting documentation, and conclusions and recommendations.
Lead and Asbestos Program Support
SACAL provides expert resources to provide lead and asbestos program support. This includes performing asbestos and lead inspections; preparing lead and asbestos abatement specifications; preparing design and bid packages for securing abatement professionals; performing evaluations of abatement technical proposals to ensure compliance with applicable federal, state, and local requirements and use of appropriate methods and practices for the intended scope of abatement; and providing abatement oversight.
Drinking Water
SACAL provides expert resources technically proficient to provide facility evaluations for drinking water systems. Support includes evaluation of drinking water laboratory results and providing recommendations to reduce contaminates and corrosion within the facility water supply system. Additional support includes water system analysis, remediation recommendations, and cost planning.
Air Permitting
SACAL provides expert resources to provide air permitting assistance to industrial facilities. This includes an inventory of air pollution emitting sources, such as generators and boilers. Resources provide recommendations and permit determinations for facilities. Semi-annual evaluations using EPA’s Green Book are implemented to ensure compliance with non-attainment statues for each state, as it relates to air emission sources.
Training
SACAL provides expert resources to develop and provide training related to technical, regulatory, strategic, and program management components of the environmental compliance programs.
Fuel Storage Tank Program Technical Support
SACAL provides expert resources to support facility’s Fuel Storage Tank (FST) Program. The FST program focuses on maintaining regulatory compliance, FST system operations and maintenance, FST system replacement, and life cycle management (LCM). Support for this program may include, but is not limited to: consultation, policy development, regulatory analysis, investigations, surveys, training, sampling, monitoring, Notice of Violation tracking, assessments, design, specification and design reviews, and program planning and implementation services. This support may also include investigative studies, and activities including, but not limited to: drilling for soil sampling, packing and shipping of samples for laboratory analysis, well installation, aquifer testing, sampling and analysis of soil, and sampling and analysis of a variety of chemical and biological properties. SACAL also provides emergency response support.
Design Specifications, Design Reviews, and Statements of Work (SOW)
SACAL provides expert resources to assist in determining the particular design, specifications, or design review activities required and assist in assembling the appropriate team required to accomplish the task. SACAL coordinate with the Program Office staff, and engineering staff, to identify project goals such as FST system design; specifications for new or modified FST systems and equipment; or performance of reviews of new and existing designs. Baseline design and/or construction requirements to include structural design considerations; spill prevention control, and countermeasures; FST design and facility integration; hazardous material handling; equipment performance and leak detection effectiveness, and other special requirements.
Spill Prevention Control, and Countermeasures (SPCC) Plans, Training, and Reviews
SACAL provides expert resources to generate and maintain SPCC plans for all required FST systems. SACAL develops SPCC plans for relevant new facilities. Also, SACAL will provide regular reviews (at least every five years) and updates for regulatory compliance associated with changes in reporting personnel, modifications and replacement of FST system materials and equipment, or significant changes that affect the FST systems or potential spill responses. SACAL will also develop and teach the required SPCC plan training at least annually for all facilities with SPCC plans. The SPCC plan facility-specific training may include, but not be limited to: basic FST systems, the FST systems and equipment that contain regulated liquids, potential spill routes and receptors, and spill response activities and protocols. Additionally, SACAL will review existing SPCC plans for correctness, completeness, and conformance with proper SPCC plan protocols as stated in EPA 40 CFR, Part 112.
FST System Compliance Inspections
SACAL provides expert resources capable of reviewing FST system drawings as well as inspecting new FST system installations during and after construction for compliance with, federal, state, and local regulatory agency requirements. Inspection capabilities include knowledge and understanding of FST system equipment and materials commonly used for installations, current and new construction materials and equipment, and local requirements based on general and specific location, weather, temperature, and regional/personnel preferences.
Program Planning and Implementation Services
SACAL provides expert resources to assist in the planning, development, and implementation of their FST program. SACAL work to determine the extent of the program, identify program goals and objectives, develop program options and implementation plans, prioritize associated tasks, evaluate and obtain subcontract support to perform specific tasks; provide technical oversight of these efforts; manage the data collected during these efforts; and update databases as required. Deliverables include program blue prints, program option and implementation plans, and 5-year forecast plans.
Field Services (System/Program Audits)
SACAL provides field-based system and program audits. SACAL implement the on-site execution of field audits following an established work plan. SACAL review the data outputs from on-site efforts and analyze the information to determine conformance with established regulatory, agency or ESA policy, industry best practice standards and references, and to ensure operational integrity.
SACAL performs FST system evaluations, documentation, and standardization activities. SACAL ensures all FST operating systems (i.e. , fuel system monitoring panels) are functional and are regulatory compliant; perform basic system standardization objectives; perform checks and maintenance operations on FST systems; identify findings which will require follow-on activities (upgrades, modifications, repairs, replacement); collection of necessary information to facilitate follow-on activity planning, logistics, and/or site corrective actions; and collect other environmental and/or safety and health related information to facilitate future EOSH program planning.
FST System Deficiency Database and Inventory
SACAL assists in evaluating FST system equipment and materials and provide recommendations for replacement. Activities may include developing a FST System Deficiency database detailing FST system deficiencies, and for developing an accurate inventory of all FST system in the facility.
Energy Management Program Technical Support
General Consultations
SACAL provides expert resources to support facility in complying with mandates to reduce the energy and water consumption and the greenhouse gases we cause to be emitted, by incorporating sound energy management practices and energy efficient technologies, accurately measuring performance and savings and advocating adoption of best industry practices (BIP).
Energy Management Program Goals and Benefits
SACAL provides expert resources to assist in meeting Energy Management Program goals. These goals are (1) reduced energy consumption and associated utility costs; (2) minimized non-mission expenditures through optimization; (3) innovative, reliable, risk management strategic planning; (4) asset optimization for enhanced performance; (5) increased awareness of the benefits of compliance.
Design Specifications and Design Reviews
SACAL provides expert resources to review design specifications and drawings needed to determine if Energy Management issues are present and how to resolve them. Resources are provided to assist the facility with identification and resolution of energy problems, and to develop strategies to establish the facility’s energy program.
Program Planning and Implementation Services
SACAL provides expert resources with extensive knowledge that are essential to assist the facility in the planning, development, and implementation of the Energy Management program. This support would include helping the facility to determine the extent of the program, identify program goals and objectives, develop program options and implementation plans, prioritize associated tasks, evaluate and obtain subcontract support to perform specific tasks, provide technical oversight of these efforts, manage the data collected during these efforts, and update databases as required.
General Energy Program Management
SACAL provides expert resources to provide general Energy Program technical support which includes developing and/or facilitating briefings on issues to senior facility management; participation and/or facilitation of meetings, workshops, and conferences; cost tracking; Service Center support; development of databases and tracking systems; project planning; technical work plan development; energy consultation services; subcontractor/vendor procurement; coordination of field related activities; and report generation. Complete energy audits identified in the Facility Energy Audit and Water Management Plans. Implement energy efficient technologies, distribute energy resources, and energy management strategies that enhance the operation and reliability of building systems. Provide support for the Energy Mangers and stakeholders in the installation of modern energy efficient technologies and implementation energy reduction strategies.
Lifecycle Management
SACAL provides expert resources to assist in meeting Lifecycle Management requirements and Lifecycle costing for the Refrigerant Management Program, FST upgrade and replacement, FST registrations, Fall Protection, SPCC plans, Air Quality permitting, and fire life safety upgrades at facilities.
Design Specifications and Design Reviews
SACAL provides expert resources to review design specifications and drawings needed to determine if Lifecycle Management issues are present and how to resolve them. Resources are needed to assist the facility with identification and resolution of Lifecycle Management issues.
Program Planning and Implementation Services
SACAL provides expert resources with extensive knowledge that are essential in assisting facilities in planning, development, and implementation of the Lifecycle Management program. SACAL provides expert resources to provide general Lifecycle Program technical support which includes developing and/or facilitating briefings on issues to senior facility management; participation and/or facilitation of meetings, workshops, and conferences; cost tracking; Service Center support; development of databases and tracking systems; project planning; technical work plan development; subcontractor/vendor procurement; coordination of field related activities; and report generation.
Decommissioning
SACAL provides expert resources to assist in meeting Decommissioning requirements for the Facility Disposition (FD) Program Office. Assistance may consist of: Providing asset management, generation, review and/or management of environmental documents such as EDDAs, EDDA waivers, Categorical Exclusions and Environmental Assessments. Provide general program support to the FD Program Office. Screen sites for contaminants such as lead-based paint, PCBs, asbestos, etc. provide technical oversight of these efforts, manage the data collected during these efforts, and update databases as required.
